Sasuke has both yin and yang, the series stressed out that with the power of both uchiha and senju, you will have sage powers.

Uchiha's inherit the sage's yin and senju's inherit the sage's yang chakra.

Since Sasuke was transplanted with a former incarnate (Hashirama) cells, he obtained the sage's yang chakra on top of his yin making him form the rinnegan.

The only difference between Madara and Sasuke in terms of inherited power is that Madara is uchiha+senju while Sasuke is uchiha + senju+Yin seal.

Yin seal=/=Hagoromoo's yin chakra
