well Izuna chakra might b weaker so he can't use sharingan effectively!!!so he remains as danzo and try to b hokage in a different way ie.. trying to use the situation of pain attacking konoha

Izuna(Danzo) might b the first to say tht kyuubi's attack on konoha is an uchiha activity n have convinced the advisers...this way he might have made uchiha clan cornered for betraying his brother!!!
