Is Deidara high kage?

I'm simply stating facts man, people say he's high kage level when he's actually mid.
Yes, he is High Kage. I might make an explanation on why he is High Kage. However, the fact that he destroyed Gaara in a desert while people like the Second Mizukage couldn't and the fact that he did it without being allowed to kill him or use C2 or C3 and had such a little amount of clay already puts him at High Kage.
There is also the fact that he is the only one in Akatsuki besides Pain and Obito who has a village busting attack.

Kisame - high kage
Tsunade - high kage, just because all hokage are high kage
Konan - low-mid kage
Deidara - high kage (nearly nothing beats C4)
Most of these people are idiots who think Deidara is low - mid kage and maybe jonin level just because Sasuke defeated him despite the fact that Sasuke is his worst match up since has both the Raiton and the Sharingan. You can't get a proper answer in the NDS.

you're wrong, with samehada very few people can beat Kisame and Deidara is not one of them

What makes Kisame strong is his ability to absorb chakra from the enemy. But to do that he has to get in close range, and swordsmanship is close range as well.
Deidara is a long range combatant and much faster than Kisame, as soon as he gets on his Clay Dragon the match is over since Kisame simply can't attack him.
Then he can just bombard him with C1, C2 or C3 or he could just finish the match with C4, that'd be instant win against Kisame.
Deidara is definatley High Kage. He can solo most of the Kage both from the past and currently alive. Deidara also solos most non-plot no jutsu characters as well. He only died because he fought Sasuke, a plot no-jutsu character. Also Sasuke had lightning style which deactivates his bombs. Deidara also brought in the MOST tailed beasts out of any Akatsuki member. That definatley tells us something.
Also, he smokes weed, he would for sure be a High Kage. xD

He's mid to high kage level, He fought off gai's team with kakashi's team with no arms and still managed to use a clay clone to get away and were it not for kamui he'd have killed both teams in 1 shot. He can see thru genjutsu and even though he specializes in long range he can still prove formidable in close to mid range. His bombs can do everything from swim to fly meaning he can fight at his full potential on land sea or air, and his c4 could even 1 shot someone on Hashirama's level. Not too many mid kage level ppl have that kind of destructive power.
Furthermore he's smart enough to deduce the mechanics behind Gaara's sand and even gave up an arm to land successful counter against someone who's defense was lauded as perfect not to mention he'd have been able to kill him in less time. He's definitely not high kage level compared to someone like Hashirama, but this doesn't change the fact that he's one of the few ppl who could take him out with no difficulty if he succeeds with c4.
Deidara has it all to the point that he can combat a wide variety of opponents and he did kill sasuke, it's just that plot enabled him to get away using Manda even after he was supposedly out of chakra. But none the less he can combat a wider variety of ppl than most mid kage leveled shinobi. this to me means he's bordering on the edge of high kage level, the only thing he lacks is a hax defense.
