Is Base Sasuke > Base Naruto?

All of Sasukes power ups have benefitted his eyes. All of Narutos power ups has benefited his body. If we take away all their power and keep them both in base form, it seems Sasuke should be superior to Naruto.

Sasuke has,

Chidori Variants, Katon Variants, Shuriken Jutsu, Hawk Summons, Snake Summons, Raiton Channeling, and Lions Barrage, Swordsman

Naruto has,

Rasengan Variants, Shadow Clones, Toad Summons

On paper Sasuke is superior to Naruto in base forms but why do some say Base Sasuke would still lose to Base Naruto?

Well, currently, Sasuke can't deactivate his rinnengan, so base sasuke still has rinnengan lol. But if you restrict it naruto would stomp him.

Depends on what you consider base. But if Base is literally no Sharingan or enhanced modes (like SM or anything), Naruto wins and it's not even close. VoTE 2 showed that Sasuke can't handle multiple clones without his Sharingan. Katon and summonings are handled by well, dodging (his Katon hasn't been shown to be as widespread as Obito or Madara) and Rasenshuriken. Clones should have no problem overwhelming a Sharingan-less Sasuke.

Naruto stomps him. Without 3t, sasuke can barley match naruto alone (let alone naruto using clones) and naruto's ability to use his more powerful techs in base gives him the upper hand in ninjutsu by a wide margin. Neither has base genjutsu but naruto can still drop back on frog song via toads.

Overrun? I don't think we are reading the same manga. The initial clone attack landed cuz he was feeling the effects of using his rinnegan and after that he handled them pretty well. Sharingan doesn't give 360 degree vision. He had only one eye and still handled them well. 3T Sharingan just helps him follow movements. with base naruto that really isn't needed as he is the faster person anyways. I think Sasuke would win in an all out base mode battle.

Wow.....it's like people completely forgot that when Sasuke fights he uses Sharingan, and that Sasuke w/ Sharingan>>>>>Sasuke w/o Sharingan. Guess the big powers made people forget how important the smaller ones are.

-Sasuke w/ 3 Tomoe gives KN0 ass whooping.

And that's just one tomoe difference, let alone the difference between Base Sasuke and 3-Tomoe Sasuke.
