It is possible. But there are reasons to think otherwise such as the size of the avatar. Naruto's kurama avata is way larger than ashura's avatar. Also, ashura's avatar looks nothing like the kyuubi or any bijuu for that matter.

To me it appears like an Asura(japanese god) construct with three rabbit heads and six arms!!!

I think why naruto's chakra form is diffrent because of his chakra,indra's chakra.
He needs kuruma's chakra as a lifter to awaken indra's chakra.
That form that Indra has in that pic has no tails.
I think it's his own chakra.
