When Sage was dying, he split up the juubi's chakra into 9 different parts. Then sealed the body in the moon and sent it to space. He then gave the chakra to Ashura. It wont be the 10 tails since you need to summon the Gedo Statue for that. And you need to have both the Sage chakra and eyes.

it's clearly kurama , it may be mixing with other bijuu chakra is to why it looks like that, i woundn't suprised if naruto looks something like that, and indras susanoo is is slightly different too , Kishi didn't even show the full body it because he didn't want to show the weapons
