Though weak, Madara used that reason as an excuse to test out the Jūbi's powers on both Jinchūriki's , leading Obito to the conclusion of him being purposely attack by Gai as a means to exercise the former. In the two chapters preceding 610, it is not stated. However, in 610 Obito realizes that Madara allowed their current situation to develop because of the previous instances, to which; Obito calls him a child.
WTH :sy:That is it Obito's sentence. Madara used Gai's attack as an excuse to set-up his reason for using the Jūbi’s power on the two Jinchūriki's. I'm only saying what was translated in the manga, and answering your question to why Gai's attack was not that completely effective on Madara. Madara while in Susano'o allowed himself to be attack by Gai, for what reason, well as he's basis to exercise the Jūbi’s power on the opposition.
Simply put, Madara was looking for a reason to use the Jūbi’s power, and Naruto n company offered that reason—which Obito finally understood towards the end of chapter.
