I am taking Tartarus arc into consideration.
Des gray is stronger imo. He has ranged attacks, extreme endurance and excellent speed ,both in casting spells and movement.He can insta freeze Mard pretty easily.Isd gajeel however has better agility and super dc.But overall gray for me ,the match would be freaking awesome though

Steel shadow dragon gajeel imo, gray cannot freeze non physical objects such as shadows, plus with the shadow movement speed it ain't gonna work anyway. That roar was pretty destructive back in GMG
Plus in terms of durability gajeel >>> gary. Gajeel is most probably the most durable fairy tail member. (Aside from gildarts and laxus)
It's a high diff win for gajeel, gray needs to show more in terms of destructive techs and durability imo.

Gajeel didn't show anything that puts him above average so far while Gray showed feats in all aspects.
He has speed, great long range attacks, high level control of his magic, durability (which shouldn't be that far from people like Natsu who are a beast in that category) and not forget his defensive usage of ice is nothing to underestimate.
