If someone is annoying/flaming/harassing you, you report them.
I'm afraid you cannot 'request an ip ban'. The only person who chooses who gets banned permanently are the admins.

So if you have any posts/vms/pms that offend or hurt you in any way report them and the smod, mods & admins will check it out. And you can be sure that action will be taken.
