1) Liar Game (Akiyama/Yokoya...)
2) Death Note (L/Light...)
3) Code Geass (Lelouch mostly)

Gamble Fish, Kaiji, Akagi, and Dr. Frost all come to mind as well but I won't list them because I haven't fully seen all that the series have to offer. Koon from ToG is pretty nifty too.

Do we count specifically on-panel feats or is off-paneled allowed as well?

Eg. Akiyama drove a company into bankruptcy which is a pretty good feat but the reader never saw the steps taken to reach there.

wouldnt the list simply be comprised of all the billenia old cosmic omniscient gods? you cant exactly outsmart someone whos been in the game for as long as theres been a universe.

dunno why people keep listing humans. the human mind is extremely limited if only by our own arrogant tendencies and emotions. itd difficult to be completely rational when your human.

Madara pretty much planned most of the series so I put him 6th. Kakashi and Itachi IMO are smarter than Shikamaru and Shikaku (I did forget him in the mentions though).

Smarter than shikamaru?? Fair enough, if you think so.

BUT SMARTER THAN SHIKAKU?!?! Ridicolous!! In mere moments he figured out ways to combine the abilities of thousands of shinobis most effectively. He made a bunch of random no name fodders work together and combine their powers so that they could freaking immobilize the Juubi (For a short time ofc, but it's still ridiculously impressive).

There's a reason why Obito and Madara decided to take out the "Alliances mind" (aka. Shikaku) first. They realized how big a threat that mind could be. Sry, but Kakashi and Itachi don't compare to Shikaku.
