It could go either way if Ino can land her mind transfer jutsu then she has high chance of winning if not I think Tenten's weapons will will get the best of her eventually.

hmm well that would be an interesting match not as interesting as the fight where Naruto Vs Sasuke but i would have to say that is a hard choice but i guess considering what they had been taught before the Chunin exams i would have to say i reckon Tenten would have an advantage over Ino because to use her mind transfer technique the person has to stand still
