Neji can't win.

Ino-Shika-Cho weren't that strong in the chuunin exams.Neji in the chuunin exams had rotation,64 palms,gentle fist and 360 degrees vision.Neji will win barely.

I would say neji...
Neji was way ahead of them back then n these guys were weak as hellllll! i dont like neji as much but he got it

I'd say neji because:

1) back then ino-shia-chou wasn't as effective as they are now.

2) Neji isn't being tricked by shika's shadow due to neji being able to see 360 degrees, chakra, and x-ray vision. And since he isn't getting tricked by those means, ino is out since she isn't mind-body switching.
