Sorry, I'll expand on that:
You can use Chidori Ramei here, without handseals, but you can't use Raikiri, which is often used without handseals and is of the same level, without any handseals.
No, but the higher ranked Fire techniques do require handseals in this RP too. >_>

I depends from one person to another if a person needs handseals for an element.
Kakashi and Sasuke, and everyone else who has Lightning affinity, don't need handseals for lightning techs.
Since Sasuke has never shown any handseals for Chidori Raimei, we don't have any handseals for that technique in this RP, but as for Raikiri, handseals have been shown, so unless you have lightning affinity, you need to do handseals.
