Moon is to cast tsukuyomi once done the tree will take posession of all the shinobis with its roots attached to them ... And absorb their chakra ...

its a genjutsu so when its cast it will stay active, just llike any other sharingan genjutsu. you don't have to constantly stare in the persons eye for the genjutsu to stay, you cast it once and its there

Maybe Madara can control the moon's orbit to always block out the Sun. He's OP as **** and the Rinnegan can control gravity so it isn't that far-fetched.
