SHARINGAN = 1st stage>2nd>3rdfinal.
A) sasuke had to gain experience and maturity with his sharingan throughout pts. he does not gain FULL maturity of his sharingan UNTIL his near climax fight with naruto at the valley of the end. sasuke 3rd stage perception easily counter initial kyuubi naruto blitz speed. i don't know how fast it was, but it looked like it was on par to some of rock lee's gates (not implying it was 5gates or higher) in both manga and anime. so what does that mean?
3rd stage sharingan > pts haku, gaara, rocklee base speed.
B) hebi sasuke EXPERIENCE with his 3rd stage sharingan, allowed him to suppress the kyuubi from within naruto.

MANGEKYOU= none>amaterasu>blaze. & none>1stage susanoo>2nd>3rd>4th armor clad susanoo.
A) his reunion with naruto at the kage summit arc, was when his MS reached it's peak. everything prior to that, from the moment he achieve his MS after his fight with itachi, has been sasuke's eyes building up his experience/maturity with his mangekyou sharingan. by the time he maxed out his MS (if not for blindness/fatigue). sasuke's armor clad susanoo with the crossbow, could defeat killer B, raikage, mei and gaara/sand siblings. imo

ETERNAL mangekyou = amaterasu arrow, better blaze control, and susanoo leg mobility and eventually wings
A) Sasuke lost no fights since he was teamed up for most of the war arc....unless you count that madara stab.

Tamoe Rinnengan/sharrinngan/rinne sharingan. whatever the hell it's called. (not sure if PS is from EMS or rinnegan)
A) unlike nagato, he could not use more than one RG jutsus at once. he lacked the rinnegan experience for that according to kurama. i'm not saying sasuke would've won if he had time to experience it (had it for less than a day).
NOTE: you CANNOT say experience/maturity do not matter! if naruto never had his long training montage in the frog world, he would've NEVER of had the sage mode fluidity or sage art fuuton rasen shuriken to defeat 6paths of pain. therefore the same rules apply to sasuke and his sharingan tiers. however, the key difference is that the base sharingan is his bloodline, don't you consider it a handicap if you can't put your own birthright power to it's peak? that's just my opinion.
ex: experience KB > unexperience MS sasuke
ex2: experience MS sasuke > experience KB
