It's both of them.
Indra -> .... -> Madara -> Sasuke.
Ashura -> .... -> Minato -> Naruto
When madara died, indra reincarnated into sasuke. This is evidenced by kyuubi stating sasuke's chakra was a sinister as madara. That was pretty much a foreshadowing of this stuff. Kurama's never stated such a thing for any other uchiha, not even obito.
Then, Madara got revived, So the piece of indra he contained came back with him.
It's the same way ashura has been reincarnated into minato then naruto as you can see by how both their KCM forms look. Which is completely different from any other jin's bijuu form.

Do you really think Kishi would turn Hashirama and Madara into Ashura/Indra the same way as Naruto now? Nope, that's simply wishful thinking.
Naruto plays the most important role in the manga and that's why he has got another unique characteristic.

well first it was madara,he died then sasuke received his chakra, now madara is back and no longer indras chakra, so he is now weaker!
If Sasuke isn't Indra reincarnation then the manga has failed. If you look at it story wise it's better if Sasuke is INdra, because when Madara gets defeated it will neglect the Younger/Elder conflict in the beginning.
