I don't think so dude.his PS got 100 time bigger than his normal PS just because of bijuus chakra.his PS blocked the 2 BM avatar punches just because of biuuus chakra.his Indra arrow was able to match 1 TBBFRS and 1FRS just because of bijuus chakra.in fact Indra arrow was made from bijuus chakra.

I don't think that dull usage of rinnegan can help him to reach at that level again.

He will more likely be a second nagato with PS and amaterasu but low chakra reserves.his PS will not get any long and strong just like before.he can't have the jutsu on the same level as Indra's arrow with his rinnegan.

On top of that he has only 1 rinnegan.his rinnegan shut down after every 15 minutes of usage.he even has now 1 arm and he lost his dominant arm so he can't make seala of some rinnegan techniques like Chibaku tensei

Depends, the Tbb can be stronger if it's a fully recovered RM Naruto who can charge his tbb; if he can chakra it then he can make it stronger than Indra arrow. Sasuke didn't take all of the Bijuus chakra, he was still new to his eye so at most he took a large amount from each then combined it with his PS. Naruto absorbed a ton of natural energy to match the Bijuu's chakra that Sasuke was using. Naruto either randomly shoot a tbb or he forms one then shoots it but he can charge it for mor power as he did 2 times.

BM Naruto (after Naruto used a lot of chakra) charged his tbb to match the combined power of 5 Bijuus to stalemate it and he charged his Tbb with BM Minato against Juubito. Sasuke is using chakra from 9 Bijuus in this case but Naruto is using senjutsu. Natural energy balanced with chakra makes an even stronger form of chakra called senjutsu so adding natural energy to Kurama's already powerful chakra would form an even stronger form chakra.

By the end of the war Naruto got Yang Kurama as well so he has full Kurama as well and Choji commented how powerful the chakra was when both Naruto and Minato gave everyone yin yang chakra so we know full Kurama will have a much stronger chakra than either half now add natural energy to that and it's power is even stronger. So a normal tbb loses but a charged one can match but since it's a bomb like Attack, it would still explode

Firstly Sasky's PS remained the same size. All Sasky did was fuse the beasts' chakra into his susano. That did not affect the size. If you look closely at scan, he and Naruto's avatar were relatively the same size. Just like before.
