I never said he couldn't do a clone, but Tobirama invented shadow clones in cannon and anime filler isn't canon. Indra probably invented some lightning jutsu.

Wrong. Hagoromo invented Ninjutsu, he just didn't shout "RAITON! F*** THAT BOULDER NO JUTSU!" as he did it. Weaponising Chakra was a thing since the very beginning.

2. Hagoromo's chakra was Kaguya's chakra which happens to be Six Path Senjutsu so he didn't need to learn how to produce chakra because he was born with it in the form of Senjutsu

Maybe that wasn't the same type of shadow clone used by Tobirama and Naruto... Or it was forgotten over time and then Tobirama created it again ( my only way to rationalize the anime)
