I believe they were complete, it's just that they were being controlled against their own will so that's why they weren't fighting very well (because they were not 'themselves')

first of all hiruzen tried to kill them with explosive tags but they just regenerate so you can't say hiruzen couldn't kill them because it's impossible without sealing second he was old af so if he was prime he would still win xd
