Incomplete. 1st hokage wasn't the one that fought against Hiruzen after his death his chakra is still. In use "his chakra was the. Chakra that was fed to the 100,000 zetsu during the war. The second Hokage 2 wasn't his complete body when he fought Hiruzen...becuz one move of the second can destroy half of konoha.....and by the Way hiruzen still couldn't Kill dem he had 2 use the Dead God tech. To take there souls.....

I believe they were complete, it's just that they were being controlled against their own will so that's why they weren't fighting very well (because they were not 'themselves')
2ndly, even if hashyhashy was himself then I still cant imaging him being that amazing
