Hashirama is the strongest per canon given how everyone stated his powers were thought to be "of legend" as well as Madara's constant praise of him.

Tobirama is the greatest in my opinion. He is possibly the creator of "Hiraishin" (which Minato improved / perfected) and is also the creator of Edo Tensei (which Kabuto and Orochimaru built upon / perfected), arguably the two most dangerous jutsu in the entire manga. Politically, he also created the Uchiha police force in an attempt to prevent an uprising.

Strongest - Is either Hashirama or the Hyped Hiruzen

Greatest - IMO, is Hiruzen. He has been around since Hashirama, tobirama, and minato's era. He has been the only person in the manga to cause any harm to orochimaru, He is the sole reason that the main character (Naruto) was cared for after minato's death. He actually cared about everyone in the village no matter what clan they were from. Even though its overlooked, he fought against the kyuubi and held his own at the age 59. He was the perfect shinobi, as he MASTERED all forms of shinobi combat. Etc. Etc. Etc. I love Hiruzen, he's just soo B.A!!!!

i dont understand how people think tobirama was the greatest. he is pretty much an antagonist, i mean he sparked the whole uchiha conflict after hashi settled it and then created edo tensei, if you think about it he is singlehandedly responsible for this whole war, but yea water jutsu yay

The Uchiha conflict was sparked after Obito attacked the village utilizing the Nine Tails and the members of the village blamed the Uchiha seeing as only the Uchiha were able to control the biju (except Hashirama, but nobody else had mokuton). What Tobirama did to keep the clans in line went unnoticed by the majority of the Uchiha, and the few that did notice couldn't do anything about it.

Greatest= Tobirama (ANBU, Chuunin Exams which was a means to display military strength through up-and-coming genin rather than war which means Tobirama avoided many possible wars just by devising the Chuunin Exams, etc.)

If you think about it, EVERY Hokage, even Danzo, died by self sacrifice.

Well, we don't know how Hashi died, but Tsunade didn't sacrifice herself to save the other Kage's against Madara, she fodderized herself by running into battle and leaving the Kages without a med-ninja.

He is the greatest Shinobi ever. And the greatest KAGE. Under his leadership their was no coup. Under his leadership Konoha was the beacon of peace. Hell the only reason the current shinobi system exists is because of the man called Hashirama.


However lets talk about Tobirama:

- Hot-headed as usual, not thinking about the bigger picture, and ends up put to a corner the village's most loyal clan.
- Created the Chunin exams, which led to all the Bullshit that comes later as a result of those exams. (innocent kids dieing and so on).
- Gave rise to people like Danzo, with his ideas of "killing off emotion".
- Gave no power to the Uchiha what so ever.
- Under his reign the discrimination started, and the hatred cycle came into play. *_*
- Talked about democracy, but couldn't deliver

Lets not forget hes the only Hokage to be left on the verge of death, outside the village, while on a negotiation trip. *_*

I just find Minato the greatest! At least, he did not coast the "hate" as Hashiama did (he said that by himself)
