In what situation was it obvious that Kishimoto deliberately used a Plot No Jutsu?

The most annoying thing about "Naruto" is rock Lee's development. He is less powerful than his part 1 counter part. Even though he is the most hardworking ninja of the entire series. I guess 2 and half years of training didn't do anything for him.

It probably did; but i suppose Kishi does not like real-deal underdogs; that's why Naruto is he child of prophecy, member of an advanced clan and hokage's son lol. And almost every significant ninja are hailed somewhat as genius or had advances from the birth. He has to show more of Lee as well with other characters for giving them justice; i think Naruto is not enough to show value of hardwork; Lee is the one who represents it; he should have kicked fair amount of asses. But i still think that being able to fight someone like Gaara (someone who became a kage 2 years after that fight) is a really big feat compared to what most of his peers done.

Jiraiya vs Pain was the most obivious plot no jutsu in this manga.

Jiraiya could of defeated Pain, but Kishi wanted him dead so Naruto's character can grow.

Also Obito surviving 600 billion paperbombs.

Im gonna go with when Team Guy beat the evil copies in the Rescue Gaara Arc.

really a good chance to show development for Neji and Lee but just kinda ignored them.

Kishi ignored many chances to develop those characters.(Neji could have fought with his edo-dad in war arc)
They were kinda similar to Naruto and Sasuke; if Kishi showed us more of them we would better understand how rivalry is important and why the f**k Naruto is after Sasuke no matter what. But if they fought each others' evil clones; it would be a goos opportunity t show that they are equal and power also yeah; it would be a good development.
