It was really powerful for a base jutsu i think; it is like Kishi made it for making some characters form meat-shield to Naruto.

The most annoying thing about "Naruto" is rock Lee's development. He is less powerful than his part 1 counter part. Even though he is the most hardworking ninja of the entire series. I guess 2 and half years of training didn't do anything for him.
