During the election arc biscuit appeared around the same time as Hisoka to vote, but Hisoka paid no attention to biscuit even though they were both present at that time, however when Illumi showed up he immediately detected his incredible power. That show's biscuit is quite below any of the zodiacs power, or at least those who were present at that time.

I figured Hisoka's the type that would be able to see through biscuit's transformation though...well maybe, maybe not.

I'm anime only, so please don't judge me.

Bisky was implied to be in the same league as Hisoka, and Illumi is most likely as powerful as Hisoka. Bisky obviously has more experience, but her Hatsu isn't much. True Form Bisky should be capable of beating Illumi. We didn't see what Illumi can do, except throwing mutating needles at someone in the Hunter Exam, and he's capable of mentally disabling someone if he can hit.

All in all, unless Illumi shows something in this arc, Bisky should win in her true form.
