RAIKAGE: Darui
(Self-made War hero. A revolutionary change in the Raikage system as he doesn't share the same 'A' name. Elected for his war stories & feats alone)

MIZUKAGE: Zabuza Momochi
(Gives up his revolutionary movement and fixes Hidden Mist from the inside by force like Mei. Tries to enforce the 5 Nations on #NinjaRights and convince them to all kill the Daimyo)

KAZEKAGE:Lady Chiyo
(All round, the only cool known Sand ninja. )

Hokage is Kakashi because Kakashi is the best Hokage and screw you if you disagree. Itachi could also fit in, but he has the major flaw for most of his life of taking an entire burden upon himself, something he himself admitted was unfit for someone aiming for the Hokage. If we go with revived Itachi, he is just as legit, if not more so, a candidate as Kakashi however.

Raikage is Bee, cause he got dem sweet rhymes....nah, but really, Ay the Third is the most noble of them all and seemed up for the whole concept of peace amongst all nations. Plus, he sacrificed himself to save his comrades by fighting off an army. Someone that loyal to his cause is cool with me.

Kurotsuchi for Tsuchikage because all other Tsuchikage are kind of A-holes at one point or another. Minus the first, but I don't know enough about that guy to appoint him.

Kisame for Mizukage, because...he was never really EVIL. He knew Madara's purpose and agreed with it and fought for peace. Its a noble thing when you think about it, and I think that if he were to be persuaded that the same peace Madara presented to him is possible on the other side, he would be the most loyal towards it too.

Gaara for Kazekage because everyone else is either unqualified for the job or just downright A-holes.

Hokage : Tobirama , because he is badass and very intelligent , he has a leader charisma.

Kazekage : Third Kazekage , he is badass and his gekkei genkai is cool.

Mizukage : Kisame , he is badass and was the strongest kiri's shinobi after the Nidaime.


Tsuchikage : Muu , because Jinton > All element and he humiliate all Iwa's shinobi.


Raikage : Second Raikage , i don't know how powerful he was , but he is just badass.


Kage of Ame : Yahiko , he would be a great Kage for Ame , and i don't like Nagato , for me he hasn't charisma . Yahiko with rinnegan would be Perfect , it's for this that Tendô is badass.


Kage of Taka : Kakuzu , he was certainly the strongest shinobi of Taka , and he would be the perfect dictator because he is immortal.
