i would be neutral with every country for me to rise my military power then influence them with my wiseness and power and i would make sure every house has something to eat

ppl like danzo are needed to handle the dirty things i mean it is a shinobi world its not all capturing cats as a gennin ppl have to get their hands dirty. i would do things like danzo but be nicer about it like hiruzen

Danzo did so much good for the Leaf, it's impressive. Although I would personally have a nice looking figurehead who spouts peace and crap take the head, while people like Danzo do the dirty work so that that figurehead can look good.

If I were in charge of kumo then I would force EVERYBODY in kumo to become either a samurai or a ninja. There will be no such thing as a "normal citizen". I'd also put the samurai through extreme training 6 days a week so that Sasuke slaughter of samurai doesn't happen.
