Well, while Naruto learned wind, and Sasuke learned lightning, Sakura basically stayed at the same level she was at when she and naruto struggled with kakashi.
So she's about half kakashi's strength. Kakashi isn't QUITE kage level I don't think; maybe he's a tiiiiny bit below it. So even if kakashi were kage level, sakura would still be far below it.
That isn't, however, taking into account sakura's medical skills, which are very advanced, and push her a significant amount forward.

Neji is smart and fast and a good fighter with many good moves, but rock lee could beat him if he wanted to.
for a start, rock lee is faster without the leg weights, this was shown in the chunnin examinations where gai and neji himself stated the speed was a secret in combatting nejis defences and attacks
for more, rock lee can open 5 gates as of 3 years ago, he can possibly open up 6-7 now, and in that state he can easily defeat neji too.
Even better is a lot of nejis attacks work on blocking chakra, however
1.Lee doesnt form jutsus, it doesnt affect him
2.He can open gates forcefully, nullifying nejis tenken spot attacks.
Neji is a kickass shinobi, and if i was going on a dangerous mission id certainly pick him to go with, but rock lee could own him easily, not to mention the fact that rock lee is even more willing than naruto, that fight with gaara he just didnt give up, he kept going and going, the dude should have his middle name as "duracel"
