Umm the entire shinobi world? They literally call her the strongest kunoichi in the world.

Anyway, second strongest I think is probably a tie between Konan and Mei.
And when I say "strong" I don't just mean being able to lift/break a boulder. I mean overall ability and power in general. Otherwise, there are other kunoichi who specialize in specific areas that Tsunade is also capable of. Like Sakura would be the 2nd strongest in terms of raw strength. Chiyo would be 2nd in terms of poisons. Shizune is 2nd in terms of medical jutsu.
