Well, the manga said that Tsunade is the world's Strongest Kunoichi, so i think the runner up would be either Mei or Konan, and Konan is not stronger than Tsunade because of her Billions of Tags, because she was preparing those for God knows how long

Tsunade is NOT the strongest female. I'm sure Konan could kick her ass any day. Tsunade only seemed strong in the beginning of Naruto, but now she gets "weaker" every time she fights.
