What do you mean he didn't have to deal with them? He was basically running the village (since Hashirama is clearly useless, no offense to him) and obviously had to interact with them.He probably wanted to at least know where they were coming from and he was trying to understand the rumours that were going around.

It has been indicated several times that Madara did have some people that believed in what he was saying (not hard to believe since these are mercenary extremists we are talking about here and there are no signs of democracy since Madara basically decided whether there was a treaty or not). Why they didn't act might be attributed to the surveillance.
I can't sit here and tell you I know about Tobirama and Madara's corpse. Its possible that he didn't even look at the corpse again (maybe Hashirama) but either way I highly doubt he was tricked by a kagebunshin. How would that even work when it would disappear when he tried to cut it open/ it's made of chakra and is not a real body....?
You can have a mild suspicion about something, toss it away thinking it is outlandish and then be surprised when you were actually right.
The timeframe of when Edo Tensei was created has never been stated. We have no idea how Madara acquired this information or when. Besides, Madara getting hold of the scroll isn't outlandish since he is clearly in the know about everything. The scrolls were probably taken from Tobirama and guarded under Konoha's jurisdiction, not really his fault. It's not like he let a 12 year old child get his hands on one of these scrolls (*cough* clearly Konoha has security problems *cough*).
Obviously he is biased but nothing he did is absent of common sense.

Madara only wished to take his clan out of Konoha once he saw that Tobirama still hated him and didn't trust the clan itself. Originally, Madara liked the idea of a peaceful village, that's why he gave in to co-founding it with Hashirama. Tobirama's horrible attitude ruined this. No one sympathized with Madara or followed his ideals at the time, not even his own clan. He became an outcast as a result. Years later, after Madara's supposed death and Hashirama's death- when Tobirama takes the Hokage seat... then people in the Uchiha clan sympathize with Madara. Since they're under strict surveillance for no fault of their own. Tobirama just spied on them because of his paranoia of Madara... who the clan themselves rejected. There's no logic in this.
It has some small democratic factors. Like when it was stated that Madara was the last one to give in to the treaty, the Uchiha clan wanted it beforehand. The majorities of both the Senju and Uchiha clans were okay with it.
The Uchiha supported the Senju bros over their own leader. In turn, they only received stricter surveillance. Not very fair there.
They didn't act due to surveillance? During Fugaku's generation more surveillance was added and they decided to act at that time.
Considering that the manga stated he was fooled by the kage bunshin and thought it was Madara's corpse, he was definitely tricked. Why take the body if he never attempts to examine it? So, he knew it was a fraud, but then proceeded to cast it out of his mind for a faulty peace of mind? That's not bright at all then.
Chiyo recognized the Edo Tensei technique as Tobirama's, it was used during the 2nd shinobi world war.
Kage Bunshin is a forbidden jutsu simply due to the risk it poses to the
user. It creates hundreds of clones and can easily drain them of their chakra to the point that they die. Edo Tensei requires a human sacrifice and is one of the most destructive jutsus in history. Yes, it is Tobirama's fault if he places such valuable scrolls in the hands of a faulty security department. He should have had them incinerated, there was literally no point in them existing after the jutsu was deemed forbidden by Hashirama.
No, it is exactly that bias which caused this bigot to make decisions devoid of common sense.
