Actually, most of the things he did were unnecessary and merely out of his own paranoia.

The fact that his own jutsu, Edo Tensei, made the war possible speaks much of his short-sighted character.

As does the fact that he's the reason Madara could cause so much damage, since he did not immediately destroy the body but instead took it away after the fight with Hashirama, and wished to examine it to learn Uchiha secrets since he was so obsessed with them. And to top it off, it wasn't even Madara's body that the took, it was merely a bunshin that he was fooled by and never realized it was a fraud. And he created the Kage Bunshin jutsu. Lol

The Uchiha were losing consistently against the Senju and thus went for the Uchiha-Senju Alliance. He didn't really need to deal with them and surveillance wasn't all that needed, they had a treaty. The only time surveillance would really be warranted is if something wrong occurred after Konoha's foundation with the Uchiha. The only time something wrong was happening was years after Tobirama's death, when Fugaku and clan decided it would be just dandy to start a coup that would lead to a civil war because their pride was hurt. Tobirama was too strict with the Uchiha whereas Hiruzen was too passive. Lol

No, he was paranoid prior. That was shown time and time again with how he interacted with Madara in only a negative fashion.

He never found out that Madara fooled him with a Kage Bunshin. He died thinking that what he examined was the real deal and left it. That's kind of why he was so surprised along with the other Hokage to hear that Madara was around and starting the 4th shinobi world war.

No, it was explained. He created Edo Tensei because he wanted to wipe out opposing battlefields. It was convenient since a) He could rig the edos with bombs and wipe armies out clean, and the edos come back everytime. b) He could play with the enemies emotions by summoning back their comrades to fight them. c) He could just summon back powerful shinobi to fight for his side. The human sacrifices used for the jutsu were probably just already dead bodies on the battlefield.

Regardless of this, it was just an irresponsible jutsu created to get Senju easy wins. He didn't keep the scrolls well hidden considering that years after Hashirama told him to discontinue the jutsu and that it was forbidden, Madara got a hold of the scrolls containing the seals of how to undo and perform it...after he was a nukenin and out of Konoha. :/

Tobirama's intelligence lies in analysis during battle and jutsu creation. Common sense though? No way.

I can't sit here and tell you I know about Tobirama and Madara's corpse. Its possible that he didn't even look at the corpse again (maybe Hashirama) but either way I highly doubt he was tricked by a kagebunshin. How would that even work when it would disappear when he tried to cut it open/ it's made of chakra and is not a real body....?
You can have a mild suspicion about something, toss it away thinking it is outlandish and then be surprised when you were actually right.

The timeframe of when Edo Tensei was created has never been stated. We have no idea how Madara acquired this information or when. Besides, Madara getting hold of the scroll isn't outlandish since he is clearly in the know about everything. The scrolls were probably taken from Tobirama and guarded under Konoha's jurisdiction, not really his fault. It's not like he let a 12 year old child get his hands on one of these scrolls (*cough* clearly Konoha has security problems *cough*).

Obviously he is biased but nothing he did is absent of common sense.

There weren't any rumors going around excluding the ones he came up with himself regarding their genetics.

Madara only wished to take his clan out of Konoha once he saw that Tobirama still hated him and didn't trust the clan itself. Originally, Madara liked the idea of a peaceful village, that's why he gave in to co-founding it with Hashirama. Tobirama's horrible attitude ruined this. No one sympathized with Madara or followed his ideals at the time, not even his own clan. He became an outcast as a result. Years later, after Madara's supposed death and Hashirama's death- when Tobirama takes the Hokage seat... then people in the Uchiha clan sympathize with Madara. Since they're under strict surveillance for no fault of their own. Tobirama just spied on them because of his paranoia of Madara... who the clan themselves rejected. There's no logic in this.

It has some small democratic factors. Like when it was stated that Madara was the last one to give in to the treaty, the Uchiha clan wanted it beforehand. The majorities of both the Senju and Uchiha clans were okay with it.

The Uchiha supported the Senju bros over their own leader. In turn, they only received stricter surveillance. Not very fair there.

They didn't act due to surveillance? During Fugaku's generation more surveillance was added and they decided to act at that time.

Considering that the manga stated he was fooled by the kage bunshin and thought it was Madara's corpse, he was definitely tricked. Why take the body if he never attempts to examine it? So, he knew it was a fraud, but then proceeded to cast it out of his mind for a faulty peace of mind? That's not bright at all then.

Chiyo recognized the Edo Tensei technique as Tobirama's, it was used during the 2nd shinobi world war.

Kage Bunshin is a forbidden jutsu simply due to the risk it poses to the user. It creates hundreds of clones and can easily drain them of their chakra to the point that they die. Edo Tensei requires a human sacrifice and is one of the most destructive jutsus in history. Yes, it is Tobirama's fault if he places such valuable scrolls in the hands of a faulty security department. He should have had them incinerated, there was literally no point in them existing after the jutsu was deemed forbidden by Hashirama.

No, it is exactly that bias which caused this bigot to make decisions devoid of common sense.
