One, this happened the very first chapter. DO you guys really think Oda had thought of CoA and CoO haki at that point in time. Haki wasn't really shown until almost 500 chapters in.

Two, there really was no time to react.

I mean what could Shanks have done differently. Pretty much an instant later and Luffy wouldn't exist.

Three. Maybe Shanks didn't have full control of his haki at that point in time. I mean it took Luffy two years to learn just the basics. Shanks wasn't a Yonko at that time, but he was famous. Luffy was famous as well and he didn't have haki. Shanks had 10 years to perfect his to the point where it showed his current ability.

and last, Plot. Oda made him lose his arm. Oda wanted it to happen this way. It was done to show a stronger bond between Luffy and Shanks. If you take that away, the only reason Luffy at that time had to become a pirate is "Shanks was cool." That influence could have been changed without the "Shanks lost an arm for me" pretty easy by Garp. It would have just made Luffy's motivation to become a pirate that much weaker and could have many other plot holes if Shanks didn't lose his arm.
