Sasuke will already beat itachi since the battle will come down to susanoo vs susanoo, and sasuke with EMS can hold susanoo waay longer than itachi. Itachi being better at genjutsu means jack since sasuke broke tsukuyomi with a regular sharingan. It was already shown that Base sasuke > Base itachi in their fight.

But still, I'm sure there will still be people who say itachi > Sasuke with Rinnegan.

It's not that simple sadly. It may make no difference. Sasuke is essentially stronger than Itachi as he has the EMS but that said, Itachi(I believe) would still win.
