Itachi told Sasuke to hold back. They basically fought Kabuto on a scale from 1-10 on a 6 or 7 level 8 at the highest. There was no intention to kill and whenever Sasuke looked like he was going to take it there Itachi stepped in some way. Don't forget both Sasuke and Itachi can put Amaterasu with their other eye so it's not a 1 shot kill like people are making it.

you do realize that when madara was fighting the allies he was not in control at the time.
Its when edo itachi broke the technique that this event occured.
Either way sasuke still lose, becuz edo can use more than one person to attack one person.
