What is the point of summoning katsuye if she can't use the healing techniques, since it require the user to have that seal. Cause that is how katsuye obtain the user chakra and summoner healings abilities. She didn't enough chakra back then to activate that seal, as far we know it was impossibly to use the seal without complete chakra to activate it on the first place. What you saying was impossibly and useless as the time.

No, she was not ready to summon Katsuyu in Pain's Arc. She was ready to awake the Byakugou in the Juubi's Arc, the requirement to Summon Katsuyu.

She was storing up chakra to complete the seal on her forehead and she needed that seal to be able to summon that big of a part of Katsuyu.

No, according the the manga Katsuya was kinda already..preoccupied because Tsunade took care of that while Sakura was over the hospital and Shizune over autopsy or something. Its hard for her to summon something that is already summoned. Besides that, Sakura isn't stupid...she either didn't have the chakra acquired for the yin seal or she knew that despite having the yin seal Naruto was the only one who stood a chance at defeating Pein.
