It is Oro's obsession with an Uchiha body that caused his downfall, we witnessed him perform one of the strongest jutsus in the manga.
If he had more confidence in his own skills and simply waited until Hiruzen died, nobody would had stopped him.
He would had been capable of summon not only all the edo army but Madara AND Hashirama, remember Madara is possibly way stronger than his VOTE incarnation as he survived the battle and got Senju DNA and apparently will have the capacity to solo the alliance.
If he had focused more in his own skills he would had both Madara and Hashirama, both of the halfs as well as Tobirama and Hiruzen plus his army. He could have WTFstomped Tobi with ease and eventually with all of this achieve his goal of getting his Uchiha body or even more.
It is a shame, it seems that basically the only thing that stopped Oro of becoming the greatest force of the manga was himself.
