Maybe when Madara died he gave Tobi(Izuna) his eyes and he can deactivate them seeing as they are his although it doesnt explain the wrinkled face...


Its a decent enough theory although then that would mean Nagatos eyes were Natural and Tobi meant something else when he said i gave him the Rinnegan
