Debateable. Sasuke was more or less Neg'd by her. The only reason Naruto managed to keep up for so long was because of his army of clones slowing her down.
Kaguya is still number one as far as strength/power goes by a decently large margin.
She wasn't the best fighter. She wasn't the smartest. She wasn't the most skilled. But with the amount of hax power she had, she didn't even need that crap to begin with.

He would be less of a challenge. Madara can't counter her dimension swapping. Kaguya would destroy Madara. She already destroyed Sasuke by shutting his attacks down every time. Only Naruto was a true legit challenge to Kaguya. No one else can give her that ride.

as long as kaguya isnt allowed to use that cheapest of strategys, put them in another dimension and wait, madara would win. he has far more combat experience, compared to kaguya's three fights. two of which she lost, and one of which was against fodders more fodder than any other fodder.

No it doesn't have full control over it. It can only repel and pull. That's it.

CT isn't a black hole. Its a gravity core that just attracts objects to it. A black hole would consume everything.
He can repel objects while he's on the ground? And kaguya can most likely use her portal jutsu so there shouldn't be issues.

Limbo or Wood Clones could help too... But why he won't be able to repel objects? Also Rikudo Senjutsu could him evade them as long as he can? Limbo may also not be affected by the Gravity since its in another Dimension?!

better dojutsu= madara(he basically has the powers of hagoromo and kaguya,hagoromo said so himself)
more intelligent and skilled(he would be able to make better use of his dojutsu and can quickly learn to access kaguya's powers.imagine him using his rinnesharingan to make a ps mad of hagoromo and juubi's chakra,it would high diff sasuke bijuu ps and his limbo might be able to do to it,that's 6 juubi ps.)
can draw chakra from people under IT

To be honest the only advantage kaguya has over him would be that her body can handle extreme doses of chakra and doesn't have any limit while madara would probably explode.Only chakra advantage she has.

Usually one would need to use their hand to who they wanna repel. How can he evade it if he's pinned down? The whole limbo clone is immune to gravity thing is debatable. Besides how would he know that he's been struck by an ash bone? It's possible that he would think he got struck by a chakra rod or something. That'd be GG

You could say Naruto and Sasuke owe their victory to Obito's power. At the same time, Obito's power alone wouldn't be enough to defeat her.
Madara needs a way to counter her Ameno long enough to put up a fight. Experience....Madara had more experience than Naruto and Sasuke but they still merked him before getting his second Rinnegan (got one-shotted after getting it). I don't consider experience to be a tide-turning factor during this fight. Reason would be because Madara has little experience with this new power. In the end, it seemed he still was getting used to that power just like Naruto and Sasuke at the time. Having experience using certain powers won't give you instant mastery over any new power that you get.
Kaguya has more experience with that kind of power. Even then, she was defeated by fractions of her power who had gotten their power not so long ago and a few others who she didn't even acknowledge. When two people touch someone with those seals simultaneously, it seals the victim's power so I guess a gap in power between them doesn't matter when all it takes is a touch. Seems like experience berly matters when it comes to fights of this scale. All that matters apparently is who has the biggest attacks or constructs.
Not hopeless however since going back to the basics and strategies is what helped Naruto while Sasuke's PS kept getting torn apart.
