I'm in agreement.

Naruto went into decline post pain arc but I put it down to pain reviving the villagers and everybody gaining plot armour. Madara saved the manga with his appearance but instead of capitalise on it, Kishi brought it doen with nerfing him and bringing Kaguya into it.
