Hidan would be strong enough, considering no one knew his powers. He could have wiped entire village, unless his power discovered. Other than that, no. Kakuzu would be dead, far too many superior shinobi in the village.

It doesn't really matter if one does not know Hidans power. If you cut his head off, he is still alive, but the body itself can't move, which is the end of him. And to perform his jutsu, Hidan has to stand on his ritual-marking, but if a group of shinobi, even Anbus, attack him, then he can't just stay still.
In a 1on1, yes, Hidan is very deadly, but against an entire village with lots of shinobi-teams and Anbu, he doesn't stand a chance.

Kakuzu is very skilled too, but it's not a big secret that his masks are the weak-spot. Any normal thinking person could find this out eventually.
