Sasuke has the Sharingan, which puts him pretty damn close.

Sasuke's taijutsu score 3.5(same as Naruto up through the Itachi pursuit arc.) Kakashi's taijutsu score is 4.5. They both have sharingan, so that's not really factor, which means Sasuke isn't even close to Kakashi.

Sasuke has EMS, and Madara's stated that the aforementioned affects pre-cognition.

Plus, that only accounts for trained skills, not raw talent and abilites. On top of that, those stats are only relevant up to the IP Arc and Sasuke has made marked improvement in areas of speed, strength and experience.
