Taijutsu - she fought even ground with Kakashi. KAKASHI. She dodged multiple Rasengan attacks from Naruto. She could fight Rock Lee and Tenten similtaneously.

So no - she is NOT below Rock Lee or Tenten in terms of power. Tch.

Ninjutsu & The Crystal Element - she, like Haku of the Ice Element, is seen to be using one-handed seals. And like the Sandaime she has a 'Telescope Technique', giving her a crystal ball like device to observe from afar.
She crystalises opponents on a molecular level...
Wood Release was useless against it and she can crystalise AIR (= unlimited weapons). It's superior to Water, Earth techniques - but it has a weakness against Lightening, pure Chakra.

... I wonder how it would hold up against Amaterasu. I think like the Ice Element it would require an extreme tempeature beyond regular Fire jutsus in order to defeat it.
