Naruto. He is no longer the underdog. He hasn't been for ages.

The village worships him - he's a star, he's crazy strong and he's already a hero and an inspirer to the entire ninja alliance.

Kakashi
Obito
Orochimaru
Tsunade(if she is alive or edo is ok too)

Why would anybody vote for the bolded people? Even if, say, they were forgiven for their crimes, they would certainly not be put in a position of such high political power.

3of them is Hokages(Hashirama,Tsunade,Minato,)So they wont be elected again They all failures....
Sasuke,Orochimaru,Obito,Madara-They all criminals and did nothing For villagers how can anyone Vote for them
Kiba and Sakura-They dont has Power to Defend village,Dont has Respect Of the Villagers and realy they are foders(Do anyone from the vilage knows that Sakura and kiba exist)....
And in the end Naruto will be hokage bycous Kakashi dont Want that posision,
