Neither one. If they get democracy (I thought they already had a democratic system), then I'm assuming the'll get the electoral vote system. And since the Hyugas seem to be the biggest/strongest clan in the village, I would imagine that their votes would count more than anyone else. And since every other clan seems relatively small compared to them (imo), then I'd say a Hyuga like Hinata or her dad, or Neji would be Hokage.

yep but only Jonnin and village elders and other kages can only approve a hokage.here by democracy means even teuchi and his daughter can also vote 4 hokage.

there are kinds of democracy that do not involve the US's dumb Electoral College System.

Something like every citizen of Konaho get a vote. And whoever gets the most wins. my vote equals the same number of votes and the person on the ballot. ie One
