As in a regular katon elemental manipulation, shouldn't damn near any fire user be able to use it?

Basically i was re reading the chapter where naruto combined the wind from his rasen shuriken with sasuke's enton to attack Juubito, and i thought that if it exhibits the same traits as a regular katon(strong against wind, weak with water) it seems plausible that shinobi with a natural affinity for fire element can potentially master it.

Because unlike lava and jinton, its clear that ametarasu isn't a kekkei genkai that combines multiple elements, otherwise it wouldn't respond so well to the rasen shuriken.

Now take the guy in ur ava. His rinnegan is the ultimate form of the sharnigan, yet the samsara has never shown black flames, give the rinnegan to a skilled enough non uchiha, and my guess is he'd be able to use ametarasu(the rinnegan already allows mastery of all 5 nature types.)
