Amaterasu is one of the strongest jutsu in NV, if one doesn't have the speed to dodge it, absorve it or counter like Naruto did with kyuubi cloak then it's basically over. And on top of that, it can be used offensively and defensively with Enton manipulation.

No one in NV can physically tank it without loosing a limb or two.
