To be fair, it is shown to spawn at the target location.
Sasuke used it while 100% encased in ice, yet the flames appeared several inches away from his face.
It was also spawned on Danzo, without having to travel through Susano'o.

And yet sasuke himself was running from it when itachi was manipulating the fire, also successfully evaded it when it was struck, it being hot as sun is nothing more than a mere hyperbole, anyone can see that.
Secondly it's not instant, sasuke was controlling it with kagutsuchi when stuck inside ice, which proves that it can be controlled within a limited time frame by the user, which only means it's not instant. Definitely it's not more instant than Tsukiyomi.

The samuri was cooked and didn't know what to do with himself. Sasukes attention wasn't even on him and was focused on attacking the raikage. 1. Itachi was directing it to follow Sasuke, he didn't attempt to simply spawn it on him, because he wasn't trying to kill him.
2. You have no way of knowing what's hyperbole or not. It managed to burn through the flesh of a creature that spits fire, and a cement wall in literally seconds. Either way, it doesn't even matter.
3. Kagutsuchi is not instant. The spawning of amaterasu is. Amaterasu spawned within a solid surface, through physical obstacles between the eye and the target. That's the point that is being made when people say amaterasu is instant. It doesn't have to travel through the aether as a projectile. Meaning, to dodge it, you have to be out of sight when the technique is activated, or you will get hit.

That's the thing it's not meant to kill people only put them in an illusionary state of mind. Whereas amaterasu is fire (that can't be extinguished by normal means), and fire is meant to kill people if you get caught in it and amaterasu has never done that to anyone simple as that.
1 & 3. Raikage evaded it, he was directly looking at sasuke, and it wasn't kagutsuchi btw.
2. It's indeed a hyperbole, if it was as hot sun as sun then it would have burned right through all the victims instantly, because sun temperature is by no means a joke.

Vice versa bro, the fact that you don't understand what i'm saying with manga evidence goes to show i'm wasting my time here, i told you raikage evaded it point blank, but sadly i'm the one at wrong side in your POV. I know people here fancy itachi and sasuke a lot more, and you guys are always there to defend their tech no matter what, it's nothing more than a mere mere fanboyism, don't take me wrong it's common between fanbases, but we all have read this manga, we all know what's real and not. Amaterasu was hyped as a strongest physical tech in the earlier shippuden, as the story progressed more techs were introduced which were perfectly capable of countering Amaterasu like preta path, FTG, RSM, chakra rods, chakra cloaks etc. Believe whatever you want and i literally give no fuk. Because it was made evident that amaterasu hype was literally biting the dust.
Ok, Here are my few cents about it.
Most likely Kishi decided Amaterasu would be too powerfull as initially portraited so he took one of the approaches:
1. It is always generated as weak initialy to be more burning as foucs of the user is kept.
2. The initial power and burning rate of Amaterasu depends on chakra gathered in eye to unleash and then burning rate depends if foucs is kept.
Like:
Itachi's First user of Amaterasu we have seen Itachi focusing and closing eye while running trying to get out of toad's stomach then unleashing black flames of which we only have seen result.
Against Sasuke: Itachi's used it right away and his chakra was depleted a bit at least at that time also he didn't try to kill Sasuke then.
Failsafe amaterasu was powerfull focused amount of chakra unleashed as black flames which hurted Obito a lot before he used Kamui to phase through it.
MS Sasuke Amaterasu against Gyuuki - he was buliding up chakra for some time before unleashing it, so that why it was so powerfull and yet he didn't keep eye focus on it.
MS Sasuke Amaterasu against Raikage - he barely had time to bulit up his chakra before unleashing it but Raikage userd v2 to dodge so it hit one of the samurai and then Sasuke didn't care and keep his eyes to track Raikage.
MS Sasuke shielding himself with Amaterasu against Raikage - He had little time to manifest Amaterasu a top of Susanoo cloak so that why Raikage could easily keep it away from him using lighting shroud
EMS Sasuke Amaterasu against Kabuto - he had little time to put up Amaterasu and also to make it circle around him and Itachi to separate himself and Itachi from Kabuto
against Juubi - it was removed by cutting the burning part
against Juubito - not working as TSB shield countered, against Kaguya - it was only usefull to melt ice in ice dimenssion.
