The Ice element is an element created by lowering the temperature of water to that below the freezing point, making it very cold and all. The element is quite versatile being able to provide one with a powerful defense but it's offensive capabilities are also quite, strong.
Although Ice can be created in solid form a good punch with solid earth could still overpower it thus making it weaker than the earth element, it's also weak to lightning cause it breaks the ice o-o. It's strong to water because it's composed of water so when water comes in contact with it it simply freezes and finally it's also strong to wind because it just cools the ice down making it stronger.
Best location to use ice in would be someplace cold with lotsa snow and ice, a hot desert on the other hand would be a lousy place to use ice in ._.

This feat can't be accomplished if the user is not a member of the Yuki clan, nevertheless others from the movies were capable of manipulating snow, this for them was a hidden ability much like the Naras(Cries about missing my Nara days). Those were incapable of creating ice only manipulating it.
Now onto the strengths, weaknesses, and neutrality of the element:
Ice is double strong against water not only strong like you said, meaning a S rank water technique can be stopped by a B rank ice technique, but you must also take into consideration size and mass. If an S rank water technique that covers extensive range goes up against the B rank version of needles of death it won't stop it since the needles are to small and weight much less than the water technique.
Now for ice and wind, also like you said wind is weak against ice, not much to add on this topic unless you have some questions regarding it.
Now to weaknesses, Ice is also weak to lightning, simply because the lightning will pierce though the ice and shatter it. Now for earth you are mistaken Ice is not weak to all earth techniques, but only to penetrating earth based techniques such as jagged pillars or weapons of earth, for others that are blunt they are neutral.
And finally to neutrality, Ice is neutral to fire as when a fire and ice technique of same rank collide the results will be as the following: the fire would overpower the wind in the ice technique, but as soon as that happens the water from the technique will cause the fire to get doused.
Also ice and wood are neutral to each other, hear that Hasirama fàggs it is neutral -_-
The last thing I would like to say is that ice is versatile like wood release. In ice you can create disks that can help you fly, you can cause blinding through specific techniques, and you can even burn, yes I said burn, you can even burn/create fires with ice. And all the above were in one epic technique
Also shields/armors/pillars/weapons/icicles/monsters/animals can be created though ice release.
Places that help: Wet/damp/humid environments, places that have existing Ice and Snow.
Places that make it harder: Like you said a desert, also in the sea @_@ Yes I said sea, since there is salt in the water.

I sit down atop of the ice with my legs crossed and hold two pieces of chakra paper, one in each hand. For started I first channel wind chakra into the paper in my left hand, which is quickly cut and then I proceed by channelling water chakra into the paper in my right hand, soaking it. Having mastery over both elements made such actions require little to no effort. I then close my eyes and concentrate on the cold ice I am sitting on, gradually building up my chakra while concentrating on the properties of ice until I succeed into cutting one paper and soaking the other simultanously.

Now this technique is one of the most useful ice technique out there, the reason is because of it's uses, it can be used to cause it snow, used to create weapons, and can be used to create pillars, and it is only limited to your imagination... And logic.
First usage: *Throws complex sword towards you*
I want you to touch the sword and memorize it's shape, once you do that I want you to form a replica of the sword in your other Hand.
Second Usage: I want you to focus your chakra into the ground beneath me, then you will exploit the moisture in the ground and cause a pillar of ice to erect, the pillar should send my flying and will cause me to loose my balance.
Third Usage: I want you to focus your chakra into the sky, once that is done you must take advantage of the humidity and create clouds, the clouds will cause it snow. When the field os covered in snow your ice techniques will form faster and easier than normal.
Also I highly recommend that you use this jutsu in fights because the snow will favor you greatly.
Note: The snow's effect doesn't work on techniques created from the body obviously >_>.

2. I send my Ice chakra into the ground beneath you and 'raise' the chakra upward, materializing a source of ice which then, through manipulation shoots upward in the form of a pillar aimed for your crotch \o/
3. I send my Ice chakra into the sky and manipulate the moisture within it, creating a pack of clouds and by manipulating the moisture within the created clouds I make it snow.
Ways to counter:
Created weapons could be parried by a regular sword I assume, the pillars can be destroyed by any sufficient lightning or earth technique and the snow clouds can be dispersed by a strong enough wind technique.

Description: The user will shoot out a cluster of needles, shaped like swallows, which will fly out toward their target with great speed. The swallows are unable to be dodged as they can change direction in mid-air, redirecting themselves to hit their target. This jutsu is also highly resistant to fire attacks, unable to be destroyed by fire jutsu unless it is higher than C ranked.
Now for a very useful ice release technique, this technique revolves around the user sending clusters of swallow(a type of bird) shaped needles towards the opponent. These swallow swallow shaped needles can change direction in mid air, thus dodging them is a extremely hard task. Also this technique is an exception to the neutrality of ice with fire, this technique can only be stopped by B rank and above fire, not the normal C rank fire = C rank ice.

I'd obscur my opponent's vision before unleashing the swallows making it difficult for the opponent to notice them all
How to perform the technique
I retrieve several three needles from my pouch and infuse them with ice chakra. Then as I unleash the needles towards my target I manipulate the ice chakra forming swallows composed out of ice around the needles and by manipulating those swallows I attack my target from above and both sides simultanously
Ways to counter:
Probably earth spear technique o-o too hard for the puny swallows to pierce
- Can change direction in mid-air
- More resistant to fire
- Easily blocked by a sufficient technique can guards you from multiple directions z-z

Another combo is to throw several explosive tags into the air and make the swallows 'fetch' them, then you know Caboom.

Description: The user will rise up what seems like a jagged pillar of ice from the ground, encasing their opponent and freezing them in place. The user can also use this on themselves, encasing themselves in ice to defend them from jutsu. Being an ice user, however, the user will still be able to move their arms and legs fluently while in the ice.
This technique is extremely useful against the majority of the role players on NB, but more on that later. Now this technique exploits the water molecules in the ground, the user will raise a jagged pillar of ice from the ground, as the pillar rises then user will manipulate it so that it incases the opponents. If you want to save time you can choose to only incase the opponents legs, preferably up to the knees. Or if you want to be mean and i mean really mean aka my level of meanness you will raise the pillar stealthily between the opponents legs and then you freeze well you know his gentles xD.
Now this technique works against the majority of role players since they are frozen in the ice, but it doesn't affect other ice users, other ice users can move freely in the ice block. The other tire of people that this technique is not effective against is people with Sage Mode, yes they will get trapped by the technique, but once they are frozen they can exploit this(if they are smart enough >_>), since they are perfectly still, they can gather natural energy and enter sage mode, then with the power they can break the ice in a super manish way. xD
Also you can use this tech to protect yourself from attacks you can incase yourself with it. But I don't recommend that z.z

Or you can choose to perform the technique while being at a range from the opponent.

- Can put yourself in harm's way if the opponent restricts your movements
