Manga is where the author/writer show his/her talent in story telling, by means of pictures instead of words.
The writers themselves have no means resource, marketing, promotion, etc.
Shonen Jump is the one of the many weekly magazines.
So that is where SJ being the publisher, help the writers.
Once SJ accepted their artwork, the manga belong to the SJ Publisher.
So this is where the writers have the income.
Anime is different. For Naruto manga, the Anime is done by TV as weekly series, with Kishi approval.
There is one basic condition.
The anime of the manga must be at least >1 yr+ from current chapters of the manga.
This condition do apply to most in the entertainment industry.
When a Producer want to make a movie, say; Movie based on Fiction, they get the approval from the author.
The Movie then will show in major Theatre and both the Producer & Author make their earning.
Then there is also one basic condition.
DVD of the Movies can only start selling after, say 1 year; so that the showing last longer, earn more.
So the Producer has to mark their film as copyright*
As for Anime filler, imo, it is a side story that cannot be on the manga.
One interesting fact, imo, it is part of Kishi's Naruto manga.
Just like the current episode, the filler is about Kabuto, Team 7 and certain village which was under protection by Konoha.
Things that are hard to tell, draw, whatever, in the manga but easily explained by video.
Same method as those Naruto Movie.
There are some "HINTS" the Kishi insert into the Anime fillers and movies...........
