I think the 3rd hokage will be in generations

because if they brought back the the top roof tower where oro and 3rd fought it would make sense that the 3rd hokage could be playable as well​

Bottomline here, if the character model is already made...trust that the character will be in the game. So the 3rd Hokage and Kimimaro are definites. They require nearly no work for the exception of altering their ultimate jutsu.
